You can disable the mouse right click menu with the mouse control panel: Start -> Settings -> Control Panel -> Mouse.

If you have XP right-click on the Start button, select Properties, click on Customize and uncheck 'Display Run'.

THIS (http://www.winguides.com/registry/display.php/160/) maybe what you are looking for, but I advise extreme caution when editing the registry especially if you're not 100% sure if what you are doing !
