It is possible, and in this example (http://francisshanahan.com/index.php/2011/stream-a-webcam-using-javascript-nodejs-android-opera-mobile-web-sockets-and-html5/), it is accomplished using Javascript, NodeJS, Android, Opera Mobile, Web Sockets and HTML5.
