I want to get my wife an ITIN, so I need to get her passport photocopied and notarized, do you know where I can go and can you maybe suggest one in Manhattan, NY? Secondly, do I have to wait and mail the W7 (ITIN application form) together with my tax return, or I can just mail the form and the notarized copy of her passport any time?

You must mail the W-7 WITH your tax return.
