Can I file non resident ny tax living in ontario canada for New York income

Yes, no problem. You would file the NY tax return as a non-resident of NY with NY-based income.

If you live in Ontario Canada and did not live in NY to earn NY source income, then you don't file or pay NY state taxes.

MukatA has a point. I may have read too much into your statemnt.
I assumed that you lived and worked in NY, then moved to Canada. If that were the case, you would file as a part-year resident of NY state.
If you have been in Canada and just got paid from a NY source, then NO NY taxes are due. If NY taxes were withheld, you need to file a non-resident tax return showing that the NY-based income was NOT paid to you while you worked or resided in NY in order to claim a complete refund.
