Can I be denied a united states passport when I have unpaid federal taxes? I'm on social security dissability and the IRS has my debt under "uncollectable "

Negative.
Your tax status does not, to my knowledge, affect your ability to get a passport.
Even if it did, because the IRS has declared your tax debt as "uncollectible", you are not considered in any way to be criminally liable for failure to pay your taxes.
You just do not currently the resources to pay the taxes.
