I suppose that it might also make a difference as to what you would define to be a car and how that car would be powered.

Meet the Terrafugia Transition: that is, the first flying car to ever get government approval. After decades of dreaming (and dozens of failed attempts), we might actually be getting close to having that dream of the future, a flying car.
But why haven't we had a flying car before?

I don't think it's due to restricted air space.
The problem stems from how you get back down. You would still need a landing strip in nearly every parking lot.
