Just installed a Noma programmable thermostat. Finally have everything working
Except the humidifier does not completely shut down between cycles. The water flow appears to slow down but does not stop. I can hear the solenoid on the humidifier and
It is constantly getting power. What am I doing wrong?

Could be a restriction/piece of debris in the valve not allowing it to close all the way. If there is no voltage to the valve then it should not be leaking. Check for voltage at valve.

The power is always running to the valve/solenoid. It appears that the thermostat/
Humidifier controller is not disconnecting the power between the furnace heating cycles. Also there is no water leaking from around the valve. I think the problem lies with the new digital thermostat. But to be sure I'll clean out the valve.

I am not a fan of NOMA products.
If it is the thermostat get a Honeywell.
