When I press the swiggle button the one right under the escape key (esc) this is what shows up\\\\ and when I press the question mark button this is what shows upÉÉÉÉÉ and when I press the quotation button this shows upÈÈÈÈÈ "" it is sooo messed and I need help! I have a dell computer and I have tried going to the control panel but nothing is working

What brand is the keyboard, and how does it connect (usb, or ps/2)?

First, if it is not a USB keyboard, I would suggest unplugging it and plugging it back in to see it it is simply a bad connection at the keyboard plug top the computer chassis.
If this does not work, what it sounds like to me is a connection which is worn or damaged. If the computer is a few years old, it could very well be a keyboard which is getting worn out from over use.
What I would suggest to confirm this (whether it is a USB keyboard or not) is to take another keyboard with the same type of plug (borrow one from a friend if can), and try replacing it temporarily, or try your keyboard on another computer. If the problem persists only when your keyboard is plugged in, then you need to replace your keyboard with a new keyboard.

Has this always happened or is this something new, have you installed any new programs recently, basically what got you to the point where this is happening?

What about the font your are using ?
Have you installed any software that is to do with editing

I want to explain what a keyboard is so you understand how a keyboard works
When you press a key on a keyboard it is like pressing a push button switch
Your keyboard is just 106 push button switches -- you press a key and the computer
Gets a signal -- the keyboard does not change a letter -- software does tell computer
What key you pressed... Do you have another keyboard you can plug in -- maybe
You have a sticking keys??

Many or all keyboards use a matrix style of connections made when the button is pressed, and if there is a bad connection for any part of that matrix, several bottoms, or possibly an entire row could have the characters that are transmitted altered.
