I bought old house,that has old fuse box. Ga power said I need to up grade box to abreaker box,before they will turn power on.is that all that needs to be done to pass code ?

You will need to check with the local code office, electrical inspector, and/or fire official. Start at town hall or check your states website.

The utility is responsible only for the service, and if they deem it unsafe, they can ask for an upgrade. Beyond the service, only an electrical inspector for your area has jurisdiction.

They are the AHJ(Authority Having Juristiction)I would ask. Is changing out panel you require?
They May, and you may want to redo service to handle more current.
