My Boyfriend missed his court date for urinating in public... twice, never paid any fines, and has no idea how to pay fines, or get this cleared up, how can he do this?

Well since he did not appear in court, most likely there is a bench warrant out for his arrest.

So he needs to hire an attorney to make arrangements for bail and to make arrangements for him to turn hisself in.

He will need to appear in court and pay the fines and any additional penalties there will be now.
