I have a 200 amp panel and a 60amp service. I was wondering if I could upgrade to a 100amp service with out getting in troble from the hydro company or do I have to got to 200amp service?

You may use the 200 amp panel as a 60 or 100 amp with many more breaker slots, if you like. The main breaker feeding the panel must not be larger than the rating of the entire service.

If you connect a 200 amp panel with a 200 main on a service entrance rated less than the main breaker, you won't get in trouble with the utility, but you will end up meeting the local fire department.

I forget who all showed up at my daughter's house last summer. They have one of those ugly 2 wood poles with angled cross arm lines running through their back yard. During a peak load period last summer, the utility decided to operate the line above it rating. The lines heated up, and sagged enough to short out on their one tree and catch fire. The tree has fewer branches now.
