Live in Texas, daughter has lots of credit card debt and not job. Creditors keep calling, she has told them she doesn't have job and as soon as she is able to pay she will. What type of action can they take against her? She doesn't own anything, no home, leases a car, etc.

Aside from continuing to call her, write letters and threaten legal action they could sue her in Small Claims Court or a higher court depending upon the amounts involved.
Thereafter, if the creditor obtains a judgment enforcement proceedings could follow - if not now later when she actually has income and assets.
She may want to consider bankruptcy so that she can get on with her life.
