I had a new pressure tank installed yesterday because the old one had a pin hole leak in it. The water was working fine but we need a new tank. After the new tank was installed I have normal water inside my house but we have a detached garage with an apartment over the garage that now only gets water for about 5 minutes then it dies down to nothing. I called the plumber that installed the new tank and he said sorry that must be a new problem and that I would have to have someone else look at it because he can't make it back to my house for 2 weeks. Any idea why we would have water to our house but not the detached garage? We are on the same well.

Are you saying the garage gets pressure for only 5 minutes every time a draw is made? Or did the pressure drop after 5 minutes and never came back?
If the pressure never came back then the plumber disturbed some minerals built up in the pipe walls and not the crud's been sucked up into the garage apartment water system where it's now clogging up the supplies and faucets.
The garage apartment water system must be opened up and flushed out. This clogs faucets as well as the supplies and they will have to be opened up and the inlet ports on the cartridges checked and cleaned if they aren't operating. I think your plumber realized this and this is why he won't come back. Good luck, Tom

The pressure builds up after about an hour then only runs for about 5 minutes each time.

It sounds like what I said. The clog has to be some distance from the garage to allow 5 minutes of pressure to build up before running out of gas. How long is the run to the garage from the pump? Cheers, tom
