I have a 2004 Chevy Impala. My windshield washer doesn't work. Found that the line was pinched. I fixed the problem, but it still doesn't work. So, I then check the pump by wiring it direct and it works fine. I tested the plug and there is no power going to it. I was wondering if there is a relay and where it is located. According to the owners manual the only fuse for it is tied in with the wipers.

Most likely, the contacts inside the washer switch have gotten contaminated or corroded.
But it could be the pump motor, too. Clogged or seized.
Using a test light, or better yet... a DVOM, check the system: at the washer pump, when the switch is in the "Wash" position, battery voltage (B+) will be on the Red wire, Ground will be constant on the Black wire.

Try to get a wiring schematic and trace for power going in and out from switch

Electrically, it may check out fine, but internally, the wash fluid tank may need cleaning!
Look for pieces of towel that may have gotten in there. Gelling can also inside the tank can be a concern, with the change in weather.
