Yes, my Father (Landlord) received a summons to appear in a hearing.
I'm a little scared, because I have to move, since the landlord's son live in the basement.

How much money will it cost to have a permit allowing the landlord's son to live there?

First if you are just living in the home with your father, you can merely tell the court that you live at home with dad, none of that landlord tenant bull. So you live at home with dad and he makes you pay some rent to live there. Is that not what is really happening.

Now if you want to know what has to happen, if the home is zoned single family and it has part of it being rented, you have to get it re-zoned, this will require legal reguests, public notices, public hearing and more.
Beyond cost it will not be done very fast.

First I think the logic on this is far wrong.
