My fiancée and I plan to start a internet café in my home town in North Carolina.
My question is what licence, permits, and requirements would We need to start the business.

I have one more question,my fiancée lives overseas and will be coming here after she graduates in may.I want to bring her over under a business visa because she's my business partner and the business graduate whom will take care of most of the business and management requirements.
So my question is what kind of visa would I need and how do I apply for it?

You might find the following resource useful/interesting:

Start Internet Cafe Business (http://www.internet-cafe-guide.com/start-internet-cafe-business.html)

Regarding licenses and permits, you'll need to check with City Hall. My guess is, you'll at least need some kind of general permit to operate, a license for selling food, and a tax number from the state of NC.

There's a list of NC internet cafes on the site here:

Internet Cafe Directory (http://www.internet-cafe-guide.com/internet-cafe-directory.html#north%20carolina)

You might call one outside your home town and see if they will give you any suggestions or pointers.

You should contact your local Chamber of Commerce.

Please repost your visa question in the appropriate forum.
