I am running Windows ME.

When I shutdown. The monitor goes blank, BUT the lights stay green, indicating PC is NOT shot, and my ADSL modem green lights indicate the PC is ON.

This has been happening for last 2 weeks.

I don't know if you are happy with your Windows ME system or not, but Windows ME was the worst mistake that Microsoft has ever done. In my opinion, I think that its time that you upgrade to XP, that's the best thing that you could do.
