If the outlets are duplex plugs you will want to use a 12 - 2 with a ground for those. You would only have to run one romex from the basement panel to one outlet and then run 12 - 2 with a ground to the other three plugs from it.

12-2 for sure, The price difference compared to labor is nothing, Avoid 14 guage)(my personal feelings), then 20 Amp Breaker. You will thank letmetllu in the winter when Floor heater continues to work.
While walls are open, consider TV telephone, Alarm, computer, Speakers. Probably doesn't
Get easier or cheaper than now.

So used one wired of 12-2 in one outlet bring that one to the basement and form that one wire the other oulet in the rooms.

This may be too complicated to handle here. There are a whole bunch of issues, GFCI outlets within 6' of the sink, a dedicated outlet for the fridge, arc fault breakers for the bedroom, staple the wire to the studs, etc. Yes, go with the #12 at least for the kitchen. One big coil of #12 may be cheaper than a small coil each of #14 and #12. It is different for the guy that has a 500' coil of each on his truck.

Maybe pick up a basic book on wiring. Watch the copyright date. Older books may not reflect the 2005 code. Make your plan and post it here. Also, make sure you keep the locals happy.

Poster is only asking about wiring the bedroom.

Yes, pull a cable from the panel to the first outlet, and then to each outlet thereafter.
