I have a 2 phone jacks, I get a dial tone for 15 seconds then the recorded message saying "please hang up...." my wife tells me, that we blew a fuse in that room the other day. I have checked the connections and cleaned them.
Any thoughts?

Try pushing a Number before the 15 seconds is up. Don't think you have a problem, Most phone lines do that. No Fuse Problem here.

Do you have a newer interface, The outside box the incoming phone line connects to? You can open it, unplug the one plug, and plug a phone into it. If it then works, the trouble is inside. If not, it is the phone company.

Labman, go off hook for 15 seconds, My phone works fine, If I do nothing for 15 Seconds,
I get the same recording.
Thomp, testing outside as Labman says can verify Telco or House wiring. I think you will get same recording?

That is correct, it does work, but if I try to call in after that time, I get a busy signal

Call your house from another phone, if it rings busy while your home phone on hook, there is a short on the line or excessive resistance. Also try unplugging all phones but one.
Then try a different phone, in case that phone is bad.
Also look at gold contacts on phone jack, should not be black, green or corroded.

Thom - why do you think you have a problem? Does the phone work if you dial within 15 seconds of going off hook?

After 15 seconds or so, with the phone on the hook, I try to call and get a busy signal.

Clip voltmeter to red and green, You can see when on or off hook. Aprox 48 volts DC, On hook.
6-9 volts DC Off Hook. Maybe around 90 Volts AC for ringing. Watch voltage, and you see switching.
