When you sue a county Government in Virginia do you just sue the County or sue a specific agency within the government for breach of a signed contract where I accepted the offer in writing?

If you were suing your next door neighbor, I'd say go for it. However, the county has lawyers, and if you want to have a hope of prevailing in your lawsuit, you're going to need a lawyer to oppose them.

Yes, normally you will sue the exact agency, including listing the specific person often that caused the issue.. But as noted, if you don't have an attorney you are basically looking at a losing battle
