I have contacted a rude collection agency about my account. The account was sold to them by the original creditor. I tried to make a settlement arrangement on the account but was told that because the account was so new, that it could not be reduced down. I asked to speak with a supervisor and was put on hold several times. I was then told that no other supervisor was available. The account is having a negative effect on my credit, I think I remember the account but I don't feel that the credit card should have been that much. Can I still dispute it, if so what should I tell the collection agency?

First its not a good idea to piggyback your question on someone else's. This can lead to confusion. You should start a new thread. So I've moved your question to its own thread.

Do some research on the FDCPA. You have a right to an accounting and to verification of the debt.
