How high should the toilt flange be above the floor?

How high should the toilt flange be above the floor?
The ideal setting for a toilet flange is level with the floor but it can set up as much as 1/4" to 3/8ths" before the bowl starts to rock. Any higher then that and the flange should be brought down to floor level. Good luck. Tom
