Where do chain of inheritance stop when children die before owner and some of the grand children die before owner.

I assume you mean if there is no will (i.e, the person died intestate). In that case the rules are governed by the laws of the state the deceased lived in. In general, if a person dies intestate, the property is split between the spouse and living issue, in this case meaning any children or grandchildren. The details depend upon the value of the estate and the governing laws where the person lived.
