I signed over my parental rights of my son 10 years ago. No other person had custody but the DSS let his dad take him, that was fine. His dad left him with his Grandmother. She has never petitioned the court for custody. The grandmother went to DSS in another county and stated I have this child, I need support but I will not go after my son for it I want the child's mother to pay it. Now I have been ordered to pay support on a child I gave up 10 years ago. How is it legal for a non-custodial person to be receiving child support? I live in North Carolina.

Giving up rights simply means that you give up the right to make decisions regarding the child's health and welfare. You are still financially responsible for the child unless or until an adoption takes place thereby relieving you of your financial obligations.
