Is the landlord responsible for having looks on the windows and a sliding glass door?

If they were there before you moved in, and they're BROKEN, then YES.
However, if they WEREN'T there when you moved in, no. If you want them. Get permission to install them, and then you'll have to leave them there if the installation is permanent.

Actually, ex-con, they may be responsible for putting them in. In most spots, part of a spot being habitable is that you can secure the premises. Having a sliding door that doesn't lock is the same as having a front or back door that doesn't lock. (Which, of course, makes me wonder why someone would move into the place.)
That having been said, I am having a hard time picturing a sliding door and windows that don't have locks. That seems to be pretty standard equipment for them. Now, they may not be really good locks, but there's generally something.
