Walk into the city hall ( or county court house, depending on who issues the business license) in some places you may need a city, county and state license, it all depends on where you live. Just take your check book with you to pay the fees

Are you sure that you need a license in order to do cleaning where you will be working? As far as I know, most municipalities in the U.S. don't require a license for cleaners. It's possible that some might, though. If you operate out of a storefront though, that could make a difference as far as having a license also.
I do agree with the answers above and also I would like to add that whether you need a license does depend on the laws in the cities or towns where you will be working. So, it is best to be asking those officials about this.
If you live in the United States, you also might like to check out the what is on the following two sites. http://www.sba.gov/ and SCORE "Counselors to America's Small Business" (http://www.score.org/) for more, additional information.
