What are the preconditions for an electric current to flow
A supply (AC or DC), a conductor (Eg Wire) , a Load (Eg Light bulb) & a complete circuit, that is conductor passing through load must return to (negative) supply. Current will flow without load if circuit is complete but conductor is likely to suffer.

Basically that are : a power supply and a closed circuit containing wiring and a load.
Electricity flow (electric current) I is voltage (V) divided by resistance (R).
