I have a Kenmore model#22802100 The problem is that it spins but the cloths are still soak.

Sounds like it's not pumping the water out. Remove the hoses from the drain pump and check for blockage at both ends. If they are clean check the pump for it's operation

How old is the machine? If it is fairly new then most likely the pump has issues.
If it is ancient tilt the machine back and see if it has a drive belt, if so most likely it
Has stretched out. I can tell you how to repair if it does have a belt.
