 I have a 1994 Accord DX 2.2L – 4 Cylinder, speedometer reading 168000, Automatic Transmission.

I bought the car used four years ago, First year I replaced the instrument panel with one that I got of eBay this was three years ago. Instrument panel was working just fine like a new one. New distributor and wires in 06. Earlier in this year a few times my shifter would not shift out of park, I would have to disengage the shifter manually.

Then one morning I started the car and noticed the instrument panel was not working, no gauges worked, so I started checking all of the buttons and whistles to the car.

Working: head lights and tail lights, horn, signal lights, heater blower, radio, and the interior light works
Not working: Dashboard, and Rear Defrost.

Things I replaced since the crash: voltage regulator. But found not to be the problem.
When in neutral, engine idle is rough. What controls this?
Thank you.

. Here's how to properly test all under-dash and under-hood fuses:

. You may want to check the Ignition Control Module and coil, which AutoZone will do for free.
