I have an outstanding debt, after losing a job, I tried to make payment arrangements with them, but they said if I didn't pay half today and half in a month they would not make any arrangements with me. Can they do that? They said it would be a charge off. I have asked for things in writing, they said they sent me something, but I haven't gotten anything. I have asked for an address, but they said I could pay over the phone. I don't want to give out my information over the phone. They won't work with me at all. Can they do this?

No, they can't do this. Call your Attonery General they will tell you how to deal with these people. Do't give them anything over the phone. Also record the name, time and date that they called you. Also note how much you offered to pay.
