I've trawled the internet for you and I can't find any Vista drivers, so I think it's highly likely that it's not compatible with Vista.
Here are a few things that back up this thought;
1. There are no Vista drivers on the HP Support Site (http://support.packardbell.com/uk/item/index.php?i=platform_scannerdiamond1200&g=2000).
2. If you look under "Similar Questions" at the bottom of this page, you'll see lots of people have had the same problem, including this one (https://www.askmehelpdesk.com/scanners/packard-bell-diamond-1200-scanner-125406.html).
Really sorry, suggest you get a new scanner to go with your new OS... then complain to HP!

The Packard Bell (not HP) site:
Downloads - Diamond 1200 plus USB flatbed scanner - platform_scannerdiamond1200plus - Accessories (http://support.packardbell.com/uk/item/index.php?i=platform_scannerdiamond1200plus&g=2000)
Does not show drivers for Vista. Time for a new scanner.

I have had problems with this scanner ever since XP SP2 but today I managed to get it working in Windows Vista!
Here's how to do it:
1. Make sure you have the product CD. If you haven't, this can work with drivers found on the web. I have only tried with the CD-drivers.
2. Plug the scanner in.
3. Windows will ask for the drivers. Tell it to search for them and then specify a location. Specify the WinXP directory on the CD.
4. The scanner will install and work as a WIA scanner in windows. I have tested the scanner in Photoshop CS2 and it works.
If someone want to use the panel and other stuff you may trick the installation of the panel on the cd.
NOTE: The buttons on the scanner won't work with the installation procedure above.
