A few days ago my car started to act up. The emer break light will not go off even though the emergency break is not engaged, the power locks will not work, the dome light will not turn on when the door is opened but works fine if turned on manually, the windshield wipers only work on low/high (intermediant does not work) and the A/C does not work, only the fan. I've checked all of my fuses, none are blown, and a friend recommended that it may be a relay problem. Anyone have any idea what could cause this?

Did you use a test light or multimeter to test all under-dash and under-hood fuses? This is where I'm coming from:

No, I'm planning on testing the fuse connections today after work, but with the types of issues I'm having I didn't think it could be just a single fuse or connection but a more serious flaw in the system.

Always begin any electrical troubleshooting by properly testing all fuses and ensuring the battery is good. I can't tell you how important this is. You need to establish a "known-good baseline." Then, you move out from there with your Fluke DMM in one hand, your wiring diagram in the other, and a positive attitude.
