I really need to revise the sticky at https://www.askmehelpdesk.com/dogs/information-articles-our-dogs-expert-labman-53153.html#post254171
To emphasize the importance of activity when the dog is outside to stimulate the body. Before I ever take a puppy in a public place, I give it a good walk around outside first. It greatly aids keeping our welcome.

brittyn ;- WE have 2shih tzus 8&9yrs. Oldhad them since 10 weeks. Old . Now to ans. Your question. When the puppy goes in the house , and you clean it up ,take a spray can of Febreze Or CARPET & ROOMPET FRESH ODOR ELIMINATOR . Spray the area with this, because every time the puppy gets close to the area and smells the odor from before its going to do it again. Outside they walk around smelling to find where another dog had gone to bathroom before, then they go .Pet stores havesprays to use outside or in the house to draw a dog to the spot it!s been sprayed at; you can also get spray that keeps a dog from going to bathroom in places you spray the stuff. . you can also buy traing pads for dogs to use in the house. They make very good pets.

As I explained in the sticky, too intensive of cleaning can be counter productive. Pads tend to confuse the issue and create more problems than they solve. Lear to read the puppy and walk it around a bit if you need to when you take it out. In the last 9 years, I have housebroken 9 puppies.
