I've never heard of fast track forms. I worked for Customs and Immigration Canada 1999 to 2004 and never heard about this, I wasn't in the department that received the applications but don't know of any fast track processing. Maybe they stopped doing it since your sister used it.
What are you applying under? Family, work visa or etc?

Oh,
I re-read your other posts, you said you have a job offer from a Canadian company and want to come over with your husband who has previous crimes on his record from about 10 years ago and your from the UK.
The Canadian Embassy in London would have to receive your application. That office finalizes (gives the approval or denial and issues the visa) applications for permanent residence in Canada (based on skilled worker class) within 41 months, that surprised me as this is well above the average processing time.
Though there is some hope, they process 30% of applications within 30 months, but that's still 3 years, again these are last years statistics and could be completely off base. Just call the Embassy.
You've asked a lot of questions and there is only so much help we can give, your case is in no way normal due to your husbands past criminal offences. You really should consider an immigration lawyer. I don't mind answering any other questions but realize that you won't have an easy application process.
