I have some design ideas for luggage,handbags, etc. Who do I go to to have these designs made?

I don't know if you are thinking about having these things made on a large or small scale for marketing. But, if small and if you have ideas for any of these things to be made of leather, then I would think that a shop that sells materials/tools for working with leather and also makes some leather goods might be the kind of place where you could have things made.

These are my thoughts anyway. Maybe someone else will come up with some other ideas.
