You might want to check out the following links. You might find some useful information on them. The color and lighting on the inside of the store is important. I would suggest using bright lights as well as colors on the walls. I'm not sure about how much money is involved.

This is also another good link to check out since you will be needing a business plan.

It should be clean, bright and things easy to find.

It should have good items, no junk, trash is in the trash can, not your shelf. If you are doing clothes, they all have to be clean and not smelly and be sorted properly by size.

Customers should be greeted and there should be enough people to provide needed servies. All rules on returns should be posted so it is easy to see. You will need a good location. Also some sort of weekly specials.

And of course you will need a good supply of new items coming in.
And above all people expect low prices at a thrift store.

And of course the reasons most small business fail is money, most do not start making a profit at all for up to a year, some even longer. So the owners must know they can pay all of the bills even during slow start ups.
If for example you have to pay 1/2 of all of the business costs for 6 months can you do that?
