We have central air, and recently it wasn't blowing cool air like it used to. We then noticed that the fan outside wasn't working even when the central air was turned on. Does anyone know what I should do before calling someone?

If the compressor is working but not the fan then you have a bad fan motor or bad capacitor. If the fan is trying to run then it is the capacitor. If you have the fan motor replaced replace the capacitor as well at this time

What does one do if the outside unit is not coming on, but the blower in the house is on even when it is turned to cool?

Check your breakers and fuses.
