I have a brand new Rudd central air system. Worked great for the first month and a half. Now the condensing unit will cycle on and off in 20-30 second intervals. I checked the breaker and all connections. Is there maybe a high pressure switch that I may be missing?

There may be a leak at one of the connections.
You're probably under warranty, so I'd not mess with it for fear of voiding that warranty.
Any toll free number on your receipts?

Job was done a last second side job by my friend (fully licensed hvac tech / contractor) before he moved to the islands. So not worried about any warranty but the MFG. Will check pressures to see if there is a leak. Any cance it could be a bad t-stat?

A faulty t-stat could cause that, I guess, but I wouldn't think it to be so responsive.

Easy to check stat, just disconnect it and connect the red wire to the yellow and green. The system should run until you disconnect them.

Outdoor unit may be equipped with a low vapor pressure switch connected to a compressor recycle time delay. If system has leaked down refrigerant, it will run briefly until vapor switch opens. Compressor stops, pressure climbs back up to reset switch, & time delay restarts unit after about 5 minutes. Repeats. Sound familiar? Check for oily residue where refrigerant lines connect to units.
