I am going to be 21 yrs. Old in Sept. 2007 and I want to know if it is legal to date a 16 yr. old girl . Her parents don't object, and there is no sex between us. I don't know what the laws are in the state of Pennsylvania.

You should be fine, especially if the parents are all right with it. If she was 15 you might have run into problems but I wouldn't worry. I was 16 and dated a 20 year old for a short time, nothing sexual but in any case, it was legal. Good luck!

Its legal to DATE anyone you want. Problems could arise depending on what you DO on those dates since she is only in High School.

As noted, there is no restriction on dating. The restriction is on having sex. The age of consent for PA is 16. However, many states have a qualifier about the difference in ages.
You are kind of on the borderline here. 21 and 16 are in different places emotionally and maturity wise. So I'm not sure what the attraction may be. But if the parents are OK with it and your goal is not physical, then you are OK.

When I was 16 my boyfriend (now husband) was 20 but we were only 3 1/2 years apart... and we were both sexually active with each other and my mom tried to get him in trouble for it but the police said that because I was at the age of accountability it was my choice to say I want to have sex. And since we were NOT 4 years apart she couldn't do anything about it. But as long as you two aren't having sex there's nothing to worry about. Just be careful :)

You should be all right the parents would be the only way you could get in trouble. In MI its 16 but for people that are 5 years and younger like 16 to 21, then over 21 is rape.
