Hi,

I have a relative who is a canadian citizen and holds permanent residency from states. She has been charged with one count of felony and has fled to mexico. She wants to know can she return to Canada... will they arrest her at the airport?

Yes she can return to Canada.

They may or may not arrest her. If they recognize her at the airport and realize that there is a US warrant out for her arrest, they will detain her for the US authorities. If they don't realize who she is, she might get through security.
