I have heard of a few cases and one of my relative had a child and got married. I guess it happens when U live in the same roof. My suggestion would be to discuss this with your parents before it goes out off hand.

Its not legally wrong bur it is morally wrong for you to be with your step sister. Besides think of how much better life would be if you had her as a life long friend to talk with when you needed her. If you get together and it doesn't work out you loose not only a friend you loose part of your family.

Find a nice Girl you can be with. BTW many young Men have a fantasy about their step sisters so don't think your alone, Just don't act on it.

You are not blood relatives so there is no incest involved. However, without knowing your ages, there might be other legal issues. There would definitely be raised eyebrows over it, if you pursued a relationship.
