Does anyone know of a thermostat I can buy for indoor use, that allows me to set a max temp. so a child cannot turn up the temp higher?

Most programmable thermostats allow you to program your temp settings and lock your user settings. A cheaper alternative for real problem homes is a factory fiberglass cover that is lockable. It is installed over top of the thermostat so no one can tamper with the setting.
