First, a ground rod does not need to be at the main panel, It may be at the meter, which is fine, as the Main Disconnect may be at the meter location. Even if the main is not at the meter, the grounding may be at the meter.

Do not just drive another ground rod. Look closely for grounding of the neutral at some other location. If there is none, before you proceed with connecting the hot tub, this grounding issue needs to be investigated and addresses.

You may be correct that the hot tub only needs two hots and an equipment ground, but most tubs I am familiar with also need a neutral, as the motors are usually 120 volts. Just something that should be confirmed.

Grounding the neutral can be done with a ground rod or two, or can be a ground wire from the neutral bar at the main disconnect and/or meter going to a city water line.
