There was a loan on my car in my name only when I was married and my husbands name and mines is one the title. After the divorce I paid the car off and now want to sell it. However, my exhusband refuses to sign the title. Does this prevent me from selling the car.

Do you have anything in writing in your divorce decree that says the car is yours?

Yes unless in the property settlement the court awarded you the car, but even then you may have to get the court to order him to sign it, if he will not.

This was not mentioned in the divorce decree. He promised me that he would pay the car off. But he didn't and I had to pay it off and I took the car back.

Then legally you both own the car, and you can not sell it without him signing for it.
