Usually a lock-up means the motor is burnt. You may be SOL, and have to by another weed-eater.

Not necessarily ruined beyond running, but none the less, you have probably done damages that you will not repair due to cost vs. worth. Try this, remove the spark plug, and put penetrating oil directly into the spark plug hole. Let it set for awhile, then try and pull the rope. If it moves, relube and continue pulling rope to lube it (the cylinder and piston , and rings... ), then reinstall the spark plug and attempt to start the engine, it will smoke a lot at first, but it may free up and get you through the season, after all this is August.
