My question is related to when I can apply for H1B Visa from India, as I have some information that there are H1B visa lot for every year and this year it has been filled. Do you know when is it going to open again for me to apply?

I have read that the applications must be received on or after April 1 of the year and your H-1B will start the next year so if they have received enough applications since April 1, 2007 to close the H1-B applications for 2008 you have to apply April 1, 2008 for an H1B beginning 2009
