Ok here's the thing I'm on track I do 100 meter dash and hurtals as well as 300 meter hurtals and long jump... no one has ever really taught me proper tecneek so any pointers?. also I'm like 10-15 pounds underweight and everything I do to eat more doesn't work... so any ideas on how to bulk up?

I'm assuming that you're still in high school and not in college yet, so based on that assumption, I'll tell you from experience to NOT worry about bulking up. You simply cannot dictate what your body does until it matures, and it matures at its own pace.
When I was a junior in high school, I was 5'6" and maybe 135 pounds. I was a pole vaulter and a hurdler, but I wanted to be bigger just because it's not cool to be that short and that small. But the fact is, I did more damage than good trying to "bulk" up.
My senior year, I was 5'8" and 155, but I wasn't as lean as I should've been. I simply didn't have the testosterone to bulk up, so I compensated by upping my caloric intake, and that just made me chunkier.
The best thing you can do is stay lean, work on your explosive power and dynamic balance. Go to Perform Better - The Experts in Functional Training and Rehabilitation (http://www.performbetter.com) and look for event-specific training tutorials for sprinting and hurdling, and be patient for your body to grow.
In my early 20s, I grew 2 inches and am now a natural 175 pounds with under 10% bodyfat. I just had to wait for my body to mature and my hormone levels to maximize, and you will, too.
