Just ask him? Be sincere. Be honest. Be sure of yourself and be sure that he is what you want.
I reckon its important that you ask him yourself, don't get someone else to do it, when a chick gets someone else to ask me for her, I hold out until the chick asks me herself, and I also hold out until they promise they are sure they want me.
It doesn't always matter how clumsy or shy you are, shy people tend to come of as sweet, so don't worry if you sound shy, and be sincere. If he says no when you ask it that way, then it means he probably doesn't want to, and that's that.
Also, make sure you ask in private. If he says he needs to think about it, I would advise giving him time, but hey, maybe being persistent and saying please could work too, he could just be having doubts and being afraid of saying yes and just needs a little push in the right direction.

Well I know how you feel, I hate those akward silences, just keep thinking of questions:
"So, have you seen any good movies?"
"I hear this weekend is suppose to be nice, want to hang out?"
OR
"I hear this weekend is suppose to be nice, what do you plan on doing?"
Try to do activities with him so you can talk about them, such as a sport, or a event, etc...
After each of the questions, just go on from there

I know how you feel, that happens to me all the time. And we just sit there starring at each other. That's why you should do an activity, so you are busy and there are less akward moments. You can always do the trick where you act kind of dumb and ask for help, that way you have a conversation going because he is teaching you through something.
I don't no how old you are, but if your like 20+ or something you can bring up things like Iraq, and other things in the news. Mention things like "I hate how so many are dying, what do you think George Bush should have done different or do you like what he did?"
As you can see I am horrible in speaking proper english, so when I write a lot it gets really confusing, Sorry!
P.S. The point of asking questions is to get him to talk and ask questions, so if he isn't asking questions then he has the problem with speaking too so this makes it really hard.
P.S. Go see a movie, when ever I see a movie I got questions to ask and I always got things to say, I'm sure you do too.

Well I'm 17 just for the record.
I cannot beileve your only 15 because you gave the most amazing advise and think I am going to ask him to do something next Tuesday hopefully he says yes. I may chicken out though because That's ME:(

Ok.. well if you already know the guy good and have been talking to him and you think he like you just say jokingly so when are you going to take me out or something. If you don't know then that good then you have to hang out and talk first
