I have a 91 Honda Civic, runs great when it starts, but I have noticed, the fuel pump does not kick all the time, and then it won't start, but when the fuel pump kicks, it'll start, any help would really help me, I love this little car, someone said something about a "relay", any ideas??

Replace the main relay, after disconnecting the negative battery cable. Here's what it looks like and costs:
