I found and old certificate account in my husband and his mothers name. He had the account before we were married the certificate is not marked closed however the Bank Collective Federal is no longer it was bought by summit band fleet bank and now bank of america is there anyway I can check if this was closed and if not how to get the money.

Most states assume accounts that have been inactive for a specific time frame. I live in Virginia, and I know the time frame here is 5 years.
If your husband and his mother have not had some active involvement in the account for an extended period, then the state may now have the funds. If the account has been active, then the new bank should still hold the account.
As you are not on the account, they should not share information regarding the account with you, unless you husband has passed and you have a valid death certificate.
If it is with the state, your state's web site will likely provide some direction as to who to contact regarding inactive accounts.
